Due to Cyber Crime including hacking of my computer, I had to retype the COMPLAINT  attachment today before submitting it to the court.

The court would not allow me to make copies of the appendix for the defendants! I said, "All I need to do is print them - you can look at them if you want." But no, obviously more tricks up their sleeves! Here I was given the Marshal's list to arrange for them to be served! He also rigged it so the forms would be completed by him AFTER I sign them! 

They are allergic to TRUTH, that's why! --5Oct2024  

Still waiting for my fee waiver to be granted. All documents - Housing Complaint and Appendix - were supposedly heard  in court October 3 yet I was not called. They're probably too busy FRAUDING records to fit whims! 

The clerk bitched about my typing all this information; then turned around the next day telling me I had to hand-write it on the damn form with which didn't even require it or had space for it! And had the audacity to claim, "We have to do this correctly" - it is typical manipulation in court.

I was told years ago I couldn't file a housing complaint in court! Including by Judge Cordani. I was just told this week I couldn't file a housing complaint! I saw in an impressive blog state I certainly can. 

When an invalid Notice To Quit is so-called served, it has no affect! 

Since the Technocracy was keeping me from finding the court form, I presumed there wasn't one so I submitted a motion. They refused to take it in, snapping at me and saying YOU CANNOT DO ANYTHING. 

Bullshit! 

I found the form and went back the next day, and he pulled the crap about handwriting all defendants on the form and put their addresses. 

So I did that and he turned around and said I didn't have the agent of service!I said, That's why I typed the complaint attachment - it's all right there. He said, You can't refer to the attachment. You have to handwrite it. I said, "The form doesn't even require it!" He said, "Well we can't think of everything. You have to handwrite it in or we can't accept." 

This gave them time to fudge records!

3.    The parties entered into a Section 8 Housing Lease as of January 11, 2013.  Rent was prorated for that month and due on the first NLT 10th of every month thereafter, which tenant has timely paid, even over paid since storage fees are on-site and charges are part of the rent which are required to be submitted to Housing Authority, which they call themselves as ELM CITY COMMUNITIES currently.

4.    The rent for the apartment, made by complainant-tenant is $198.00 (tenant's portion) per month and it is due NLT the 10th of the month.  RENT IS ALWAYS TIMELY PAID BY THE COMPLAINANT.  Housing Authority portion is currently $668.00, which totals with the tenant's portion $866, as apposed to original fair use and value of $931 and most likely due to an abatement which resulted after the owner of 360 State Street was ordered by the court to remove their fraudulent charges.  

    a)    Erroneous attempt to evict the tenant was made in 2019 when their conspiring with state police to get her falsely arrested, assaulted, and falsely imprisoned in 2018 - failed to result in evicting her.  Letters submitted to both landlord and Housing Authority had no effect, got no attention.  These letters are difficult to locate now due to cyber crime and deletion of many files.  Due to having to retype this complaint because of more cyber crime today, Plaintiff attests that she will have to pick her battles and therefore submit all she can today and may need to append in the current future.  

    b)    Note, the eviction attempt resulted in the judge being called to his chambers; at which time thereafter he gave plaintiff her legal rights on that wrongful eviction, which should have never been docketed due to illegal Notice To Quit and fraudulent billing. 

5.    Notice to Quit issue should be redundant DUE TO THE NOTICE TO QUIT BEING INVALID. 

    a)    Housing Court claims the tenant may take no action as a rebuttal, which plaintiff considers LACK OF DUE PROCESS. 

    b)    It is improper and noncompliant with the law for the Notice To Quit to be backdated over a week before the tenant sees it wedged in her door without any declaration page to verify the issuer as well as the purpose.  Statement on the form claiming rent for August and September were not paid is a lie; tenant is providing proof with the banker's notations that they were cashed by the owner and when.

They were using some kind of air gun to force garbage flies in my apartment through the door! I heard the gun go off and large numbers of those gross things were inside my apartment at the door! I had to aggressively spray with rubbing alcohol, 91% strength, and clean all surfaces with Clorox and soap! It happened several times while I was sick at home. I finally got smart and taped around the door on about the 15th.-18th  On the 18th I saw a paper crumbled up, wedged in the door. I thought it was a bomb! It wasn't until I left the 20Th that I realized it was a bogus NOTICE TO QUIT backdated to September 12! And my neighbor came out on the 20th and said someone was looking for me on the 18th. I told Cindy they shouldn't be using her like that - they should have gone to management which was open, or check with the concierge when they were allowed in the building. Nobody can go past the 5th floor unless they are a resident or have permission from management. SUPPOSEDLY! This place is so f*ked up they can get away with murder! 

The photo reflects CYBER CRIME - altered to appear it was filled with spray insuior  INSULATION something like that. It wasn't but it was vandalized.

They used some kind of white putty in my tub and when I complained, they illegally went in my apartment and they made it worse! 


Because they removed "the tip" of the faucets to make them spray out, I clamped portions of plastic gloves but have to replace frequently. 


This Black mold was caused by turning off the dehydrator that had to remain on. Luke, a really good maintenance specialist, told me that in 2014. It's all over my windows! He said someone turned it off back then, when my windows were getting sopping wet. 
Luke turned the dehydrator back on, by the way. That was 2014. 
There is so much more damage in my apartment caused by illegal intrusions, vandalism! 

    c)    There is the additional issue of RETALIATION BY OWNER/LANDLORD DUE TO LONGSTANDING ABUSE BY THE LANDLORD, TO INCLUDE ILLEGAL ENTRIES ON A WEEKLY BASIS AND ON JULY 2, 2024, the  maintenance manager forced his way in her apartment while she was taking a bath.  She kept screaming to get out.  This was all documented to the landlord, at which time its representative, Kyle Huckle, said, "I was told not to respond to you" which is actually the only thing he does well. 

6.    The plaintiff was illegally served a NOTICE TO QUIT IN 2019 for the same issue as now, and plaintiff considers this MODUS OPERANDI with illegal service, illegal NOTICE TO QUIT, AND FRAUDULENT CHARGES.  The hearing was excessive and one-sided to help the landlord until the judge was called to his chamber and received a phone call.  This was a very stressful circumstance for the plaintiff, yet she won and eventually an unknown court ordered the landlord to remove the fraudulent charges and they posted this almost $14,000 adjustment to her account in February 2022.  They refused to provide plaintiff with a copy of the order. 

    a)    Emphasis:     Plaintiff found a backdated Notice To Quit without proper legal format (no cited law, etc as required in the example by the court), wedged in her door on September 20, 2024 during a longstanding illness of a viral flue, WHICH THE MANAGEMENT WAS WELL AWARE OF, FOR INSTANCE THE CONCIERGE WAS CALLED ON THE 11TH OR 12TH TO HOLD THE ANTICIPATED ORDER OF WOOD CRATES FROM HOME DEPOT.  (provided in appendix)   There were supposed to be 6 yet there were only 3

Error on my part; the number was 5,and two were not there...has no effect on the case information...

 when the plaintiff picked them up on the 20th.  Home Depot informed her she would need to get to the store by Wednesday, tomorrow, 10-2--2024, to get the other three or she would have to forfeit them and just get a credit on her account.  The wood crates are difficult for them to stock now and it is imperative she get these tomorrow.  Having to retype this form has caused much loss of time in presenting this to the court.  

7.    The landlord has failed to perform his/her duties to maintain the premises; 47a-7 ALONG WITH VIOLATIONS OF US CODE TITLE 42, SECTION 8. 

    a)    Due to the landlord cutting off access to wifi for over two years, after a complaint was made about the maintenance manager deficating and urinating in her trash can in her bathroom, plaintiff has a very difficult time in retrieving emails to validate communications.  Yesterday, 9/30/2024, she spent hours using the wifi at China King Restaurant and ordered several prints from her emails.  Most did not print!  This also is CYBER CRIME to favor the landlord/owner. 

    b)    Illegal entries have taken place on a weekly basis.  Vandalism and theft usually occur.  They also replace parts in her apartment with broken ones, obviously to be a "quick fix" for another apartment.  This has been deliberate breach of the contract and despite verbal and documented complaints, they only become worse to her. 

I'll be back. I want to finish editing this, due to cyber crime but need a rest from it due to trauma - and having cyber crime over and over again is trauma in itself! --5Oct2024 

    c)    LCI, with the City of New Haven, is additionally non-responsive!  They also join the landlord/owner to give her a hard time - accusing her thereafter of most absurd things, spending 5 minutes in her apartment and leaving, not caring about all the harm they have done to her apartment, including removing the sprayer parts of the faucets in the bathroom to make the water spray all over.  Additionally she has mentioned how they damage her clothes and even painted black on all the vaginal areas of her underwear; cutting the crotches of pants, and more.  Details have been documented yet it is obvious their frauding records takes precedence!  

THE TENANT REQUESTS: 

1.    An order requiring the landlord promptly to make repairs and to perform his/her legal duties under local, state, and federal law. 

    a)    This apartment has not been maintained well for several years.  Plaintiff has had to sleep on the floor for two years due their vandalizing her bed, yet it was recently fixed.  With orthopedic problems stemming from when a 20 ton truck slammed into her head-on and causing her to be hospitalized for 3 1/2 months and on crutches for 3 months several years ago - this has been a very painful two years for her, of which she is still trying to recover from.  And the trauma of the maintenance manager breaking in her apartment, posing  a threat to her very life, is additional setback to her life.  

2.    An order appointing a receiver of collect rents

    a)    CONTRARY TO AFORESAID FORM; the money is not be used to "correct conditions in the property, which violate local, state, or federal law".  The money should be held in escrow to show good faith that the plaintiff pays her rent timely, and plaintiff requests this court to remit it back to her after a full hearing of this case.  

3.    An order dismissing the NOTICE TO QUIT, dated September 12, found in door on September 20, which is typical fraud by the landlord. No marshal rang her doorbell.  No marshal knocked on her door.  No marshal went to management which was open, and located on the floor below, or ask the concierge to call her when the concierge actually allowed the marshal in this building.  Due to renovations about 3 years after plaintiff became a tenant there, no one other than tenants ma go to any floors with apartments without permission of the tenant or management.  Should that marshal live in this building, that would prove direct CONFLICT OF INTEREST, particularly since there is a lot of pay-to-play going on here.  

4.     An award of MONEY DAMAGES which may include a retroactive abatement of rent payable into court pursuant to 47a-14h of the General Statutes.  

5.    Such other relief in law or equity as the court may deem proper. 

SUMMARY

This summary is being modified from the prior one which was typed due to time factor.  Therefore plaintiff will just briefly refer to some of the incidences which have occurred - several were brought up in the housing court in 2019; which were ignored by Judge Cordani.  He was deadset in helping the landlord/owner, refusing even to determine who the landlord really is, and who the owner really is - being that Susan Ngyen, who replaced Dragana LaCore and later got married so her last name is Brennan, made ignorant statements such as "We didn't have to change your lock before you moved in.  You can trust us." Changing locks is MANDATORY, particularly for Section 8 tenants and this complex could have been freely roamed by anyone for three years.  Who knows who even has the extra copies due to the failure of  key inventory control and they had a key machine AND most significantly (since the prior maintenance manager was professional and knew what he was doing; but he was transferred to the "twin" apartment building after it was erected, about 3 blocks from this one) BOZZUTOS GAVE CONTRACTORS KEYS TO ALL APARTMENTS and with the record of dishonesty that they have, this provides reasonable cause NOT to trust them.  Emails would have been useful.  Plaintiff is unsure how many they got Bill Gates or Google to delete by hacking her gmail or laptop.  Her prior laptop was destroyed by cyber crime.  The attack immediately destroyed her Dell computer on or about 2016.  

1.    Apartment lock was never changed

2.    There was no initial inspection or full inspection thereafter except on one occasion which was probably 2015.

3.    Damage to the door by the maintenance manager. 

4.    Replacing cupboard shelving pieces, which were plastic, which actually made the shelving not even hold anything.  Those plastic pieces were never replaced so the plaintiff took the shelf out.

5.    Note, bathroom door lock was replaced with a lockable doorknob due to continuous theft in her apartment. 

6.    Someone took a chip out of the floor tile the same day which plaintiff moved in the apartment - claiming it would cost $550 to repair.  Upon discussion with the manager at that time, it was decided not to be her responsibility yet they never documented anything in her file after viewing the file in 2016. 

7.    Bathtub has been damaged; they removed the good drain cover on the base of the tub and replaced it with defective one which was somehow remotely controlled because they would have it drain out all the water on a frequent basis.  The plug was actually pulled out with force by a caring person; most likely the FBI agent plaintiff informed, or one of his cohorts who may have lived here.  That was very helpful, being that they rigged the drain to not catch any hair, completely the opposite of the drain that was in it, which worked fine - all done while illegally entering her apartment.

8.    The light in the kitchen makes the plaintiff sick so she stopped using it.  It is a huge LED light which about 3-4 feet long.  Most likely they were using remote controls to cause excessive radiowave activity.  

9.    They control the electric, the stove, the refrigerator and there have been many problems - destruction of devices, causing the stovetop to heat when it was not even on.  The ice machine in the refrigerator has been broken for several years, and more.  There just is not enough time to mention all the problems yet a thorough inspection by a reputable person would identify them.  

10.    Windows have black mold around them due to the maintenance turning off the dehydrator which is supposed to be on all the time - they did this in 2018 and only this past year turned it back on. This place is like their playground for abusing plaintiff.  They enjoy targeting her because she is against corruption and have been greatly harmed by corruption. Organized crime likes to aling with organized crime.  

11.     Appendix to this complaint of 7 pages (6 pages attached) will have to be submitted forthwith.  It comprises of over 200 pages and needs to be scanned and completed for correctness.  It is hopeful to be submitted by Friday this week.  A partial segment was considered to attach yet would not be complete and may disrupt processing.

I had more details and cited laws on other typed complaints which were disrupted by cyber crime - Bill Gates since I was not connected to internet AND THE REASON WHY I STOPPED USING MICROSOFT BECAUSE OF THE CONSTANT CYBER CRIME BY MICROSOFT.  

These billionaire Techs do not deserve a penny and all their wealth should be seized and put to good use.  They serve the corrupted politicians and have been parasites of the government.  I have been cheated by the government time and again as well as cheated by others and when I take them to court I do not even get due process of law.  Making this complaint was necessary.  They know damn well how crooked they are here at 360 State Street - just like they know the shooting at Sandy Hook was fake and Adam Lanza did not even exist and Obama stole over a trillion dollars from the economy.  He, Trump, and Timothy Geitner illegally printed trillions more!  It is catching up with this country very fast and people are moving their families to Russia and China when they can afford it.  

I have had several traumas here. Two involved sedating me, most likely with chloroform on the first occasion.  I was stupid enough to volunteer for a nonprofit which actually swiped up a lot of money from the Petit Foundation (Dr. Petit married his niece who was spitting image of his wife, obviously he was cheating on her and it is a common thing for husbands to cause their wives to get MS particularly when they are doctors.)  The Sandy Hook donations was also scattered around, including this nonprofit, UNITED WAY.  

I was asked to stay longer, past the last bus in that area and offered a ride home.  I do not even recall going to my apartment and was in bed with some of my clothes on waking up 30 hours later and not realizing that it was a different day.  Additionally, all my files were spread all over the kitchen floor!  I have yet to recover from that since I only had time to put them back in the cabinet and moved the cabinet to my very small bathroom yet i got a doorlock and replaced the doorknob that they had on it.  It is oftentimes not a secure situation since I often have left the door unlocked to keep air circulating and just forgetting.  

There was another incident too and I woke up with a huge welt that was almost black on my back.  A friend told me it looked like they kicked me in the kidney.  Due to horrible medical service in this city and state, I did not have a doctor that I could see.  I have a reputable doctor now out of state.  Yet I have not had time to even communicate anything to him lately.  I cannot use the med app due to cyber crime by the manufacturer of my phone.  They have also harmed my banking app.  

There is more and more and more.  This shit never ends here.  It has been a nightmare living in this corrupted state, which relies so much on organized crime to generate money, they welcomed Warren Jeffs with open arms to purchase the storage unit facilty I had my storage unit in. Warren Jeffs made such big money trafficking the children from his polygamist sect that he owned property and probably siill does - all over the USA.     Doesn't matter he is in prison and not doubt CIA will find a way to get him out since sex trafficking is big business. 

This is why Mitt Romney pushed to legitamize polygamy in Utah.  There is lots of money to be had - raping, molesting childred on a continuous basis!  

Take care of yourselves and of course to the horrible people who have harmed my life so much, eat shit!  

And to my relatives who only cared about serving the crooked elites and not caring about my rights, I wish I could get out of this hellhole on the East Coast.
